The dominating feature of the period from April 8 to July 31 1950 was the implementation of the Indo-Pakistan Agreement. The Agreement brought confidence and hope as well as relief to millions in both countries. There was a marked falling off in the exodus both ways in Benal and Assam and a resumption of trade between India and Pakistan. Other major problems were the rehabilitation of refugees, arrangements for the first general elections, general economic policy, the formation of a new Council of Ministers, shortage of food, and the control of prices. In foreign affairs, apart from the perennial Kashmir problem, Nehru’s attention was engaged primarily by the issues raised by the war in Korea.
